Japan (who have some of the toughest immigration laws in the world) have things freely on display, and nothing gets nicked there.
You can go into an iPhone shop and none of the phones have security ties on.
I'm sure there's something that Japan (who have some of the toughest immigration laws in the world) does to make their society like that, but I can't put my finger on it.

In some of the smaller shops in Paris all the nick able stock is kept behind locked glass doors and a shop worker follows you around un locking and locking as you go.
