Clue's in the name fella.
Read somewhere that the definitive of cake against biscuit was as cakes go stale they get harder whereas  when biscuits go stale they get softer, don’t know whether true or scam but believable.

Penguins and Jacobs Club can no longer be described as chocolate, as they have fallen below the legal minimum of 25 percent cocoa solids. They are now ' chocolate flavoured '.

Also gone is the famous slogan ' if you like a lot of chocolate on your biscuit , join our Club '

... Replaced by the unconvincing ' if you like a lot of biscuit in your break, join our Club '
.

A Wagon Wheel will do the trick. But if your cup is too small for dunking a Wagon Wheel, then a Garabaldi.

Probably not very helpful as I don't know if you can get these in England, they're Irish
'"The Bakehouse Limited Edition Jaffa Choc Chunk & Orange Cookies".    Top, top biscuits. The Jarrod Bowen v fiorentina  of Biscuits.

Jaffa cakes stand up to a good dunking, but that just brings on the whole is it a cake or a biscuit debate.

Absolutely NOT Biscoff. They will only stand a momentary dunk.

Caramel Digestives are the correct answer. Solid, plus the caramel is wonderful heated up.
